Shell : add a level of execution to commands and properties

description

Modify Core::CShell to take in account a level of execution for commands and properties.
 
Three levels will be used :
 
0 : the lowest, internal level (commands/properties that can be used by the program itself but are not exported to the outside world)
1 : developer level : can be used from the game (via the console for instance) but are not documented (cmdlist/cvarlist don't list them). These commands/properties might be disabled in the final release, or become scripting material.
2 : player level : commands/properties the final user can use from the game, such as exit, bind, volume, etc.

Still has to be tested (especially exec command and propagation of execution level)
